"The Necessity to create a Hemispheric Security Cooperation"
The Dr. David Scott Palmer has a Ph.D. in political science of the University of Cornell and has an extensive academic and investigating experience in prestigious institutions and training centers of the United States. He is in addition author of five books on subjects related to the Shining Path, the military governments and the authoritarian tradition in Peru, and about the relations of the United States and Latin America.
At the moment he is professor of International Relations and Political science of the University of Boston, and in April of 2006 he participated in two activities organized by the AAD Foundation.
The first one was developed in collaboration with the University of Belgrano, place where he exposed the 10 of April on the interests and preoccupations of the United States respect Latin America.
In his conference, Palmer spoke about the relations between the United States and Latin America from 11 of September of 2001 and to the light of the recent developments. He stopped in several aspects, among them security cooperation, the evaluation of the IV Summit of the Américas in Mar del Plata and on the expansion of Populism in the Andean Region; and he raised possible future scenes for the countries of the region.
The distinguished professor made a positive balance of the stability of the democratic system, in spite of recurrent fragility of many Latin American governments and of the structural economic crises which they face most of his states, and he concentrated good part of his commentaries in proposing alternatives to deepen the mechanisms of cooperation in the Américas. Expert in policy and society Peruvian, Palmer also related some of his experiences in this country, like when he shared his chair in the University of Ayacucho with Abimael Guzmán, then a professor of social sciences, who soon become leader of the sadly famous terrorist organization of the Shining Path.
Finalized the presentation, there was an interchange of questions and reflections between the speaker and the professors and students of the University, on the Colombia Plan, the future of the Hispanic immigrants in the United States, the ascent of the nationalism in Sudamerica and others issues.
Next, in a lunch with professors, former military and experts in Latin America and the International Security; opinions, experiences and proposals on the present time and the hemispherics perspectives were shared.
